Anything crafted should have fixed 0% altered stats iirc? So, craft something; Compare it to others, see what you get.
Use creative mode to spawn the materials and craft something 2-5 times to make sure they all have the stats first, then go looting and compare what you find with the crafted one.
Generally speaking though, anything a tier higher will be better than lower; A steel pickaxe of middling quality will be better than an iron pickaxe Q6, for example. And quality levels, the most important change is the additional mod slots
