[Bug/Glitch]Unable to proceed after "Wedding Horns" to "Reporting on East Anglia"

Hi,

1. After completing East Anglia quest "Wedding Horns" quest, I do not get the "Reporting on East Anglia" quest available.

I have talked to Fennr after defeating Rueed and done all I should be doing. I also tried fast traveling back and forth but no matter what I still cant seem to get it done.

At first I thought I made a mistake so I have progressed quite allot in the story after so I am unable to go back to a manual save.

2. I tried solving the mystery at Soham hideout but can't seem to complete it. Similar to what theese people are reporting:

[Bug] Mystery SideQuest tied to Soham Hideout
Mystery Quest where you lead a guy up to Soham hideout by lighting braziers in Grantebridgescire is not able to progress past crossing the water. Soham hideout has already been cleared.
