So if i load the game it changes my mount to the Elk. I go to the stable and change it to the fox which works till i go through a load zone or die. Then it is the Elk again. I return to the stable and change it again. First time i fast travel it is again the Elk

This sounds like strange behavior, as your mount should've stayed the same. Can you please perform all of the troubleshooting steps listed in this article? Secondly, can you please reinstall your game? These steps will help you to eliminate any potentially corrupted files and will also eliminate any software conflicts.
