Thanks for your post about this, @richard_rk900 - I'm sorry to hear you've not been able to progress this quest.
We'd pushed a fix out for this back in January, and as far as I can see, we've not had any new reports since, so it's most disappointing to hear you're having this issue. Can you take a quick look at our troubleshooting guide, and in particular make sure to do the verifying game files step from it? Then give the quest another go.
If it still doesn't work, please let me know. In that case, it'd be great to have a video showing the issue, or at least some screenshots - ideally, these should show your quest log's current objective, and where you are when you can't progress the quest.
