Specs:
Ryzen 5 3600X no OC
ASUS ROG Strix RTX 3080 10GB no OC
16GB DDR4 3200Mhz RAM
MSI X-570 A-Pro MB
Latest Drivers for GPU and Chipset

Things i tried:
Disable Windows Fullscreen Optimization
Changed windows high DPI Settings
Disabled all the Windows gaming functions
Closed MSI Afterburner and Riva Tuner in the Background
Tweaked a few settings in the Nvidia Control Panel like threaded optimization and tripple buffering
Set the refresh rate from my Monitor to 60Hz
Enable/disable V-Sync in game and in the Control Panel

The problem exists only when i set the game in fullscreen mode, when i play borderless i get constant 60FPS without drops.
I've never had a problem like this...anybody got an idea?

Hello @SeRuSeR thanks for getting in touch with us about your FPS drops in-game.

At the moment, looking at the system requirements for the game, your Ryzen 5 3600X CPU falls between the High preset (30 FPS) and High preset (60 FPS). The latter preset recommends a AMD Ryzen 7 1700 which your CPU is more powerful than I believe, but has less cores >

This means you can probably achieve an FPS somewhere between 30 and 60 fps ranges with stable performance, but your settings may need tweaking further.

Can you please enable the FPS limit and set it to 60FPS to cap your frame rate, can you also try setting your graphics preset to High in the in-game menu, and remove any custom settings for graphics, if you have set some to very high, ultra, medium, and just test the default High preset instead?

As a side note, I use a 3070, Ryzen 7 3800x and switch between 2K and 4K and found I had to cap my frames to around 55FPS to relieve any stuttering that was occurring when riding through the countryside or in busier areas.
