I think I broke the AI. All 3 of them have done nothing for 70 hours. They made peace with each other and now just sit there building ships that go nowhere.
I have tried taking their main islands and giving them back, forcing them to rebuild but they just get to the point that they were at before and stop again. I gave Alonso a NW island to see if him advancing would trigger something, but he doesn't want engineers either. BOoooooo.
So I have started again. This time I have chosen Atol instead of Island Arc and made all the islands medium instead of small. Perhaps more available OW real estate will prevent the issue? If it is repeatable, maybe there is a bug for you to look at u/ubi-thorlof.
I will pick the story up again if Willie survives to claim Crown Falls and reaches engineer.
