What happens if you try starting up your PC in a Clean Boot before launching Apex Legends? I know you reinstalled Windows, but if there's something else running in the background that could be related to this error that might help get around it.

Right, that's what I meant. Apologies for being unclear on that.
Try setting up a Clean Boot on your PC, then launch Apex Legends. See if you're still running into any crashes that way.
