Hmm, gotcha. Just to confirm, are you on an underage account? I'm curious if that may have any effect on searching or joining Clubs.

Do you know if you have another PSN ID linked up to the same EA Account as the one you're currently using? We've recently seen some situations where having multiple PlayStation accounts connected can cause some weird issues with Clubs as well.

Would you mind if we try out some troubleshooting to see if there might actually be a connection-related issue that's causing this? I'd recommend starting off with the basic connectivity steps from the EA Help website first to see how that goes.
