Have you been able to launch Apex previously, or has it been giving you this issue from the start?
It may be worth trying to repair or reinstall Easy Anti-Cheat itself in addition to the steps you've already taken to repair the game.
Aside from that if you're still having trouble can you attach a DxDiag file so we can get a bit more information to see what could be causing this? Thanks!

Just looking through the information here, it appears your CPU does not actually meet the minimum system requirements.
That would limit our options here as the game isn't intended to be run on that setup I'm afraid, sorry.
You could try these troubleshooting steps, however as your system is below the requirements there wouldn't be additional troubleshooting we can try if those fail to help out.

This looks as though your GPU drivers may be significantly out of date, can you head over to AMD's website here to try grabbing the latest drivers?
I'd try a clean install of the drivers before restarting and checking again for any change.
