Correct, it is not procedurally generated. Every island is hand-made by the artists and level designers using tools like World Machine, Houdini and custom UE4 blutilities. Completed islands are then hand-placed in the world map using our world layout tool (will be available to end users).

I believe the issue numbers are different between US and UK, but the Atlas cover will be available in the US around Jan 1st.
According to the tweet from PCgamer that Jat posted yesterday, the digital version of the December issue came out yesterday. My googling is letting me down and I can't find the article online. Has anyone else had a chance to read it, and is there any new info?:
