We didn't want to go into the weekend without touching upon this, it's clear that we didn't get this one right, and we also missed it via our Update Notes process too.
We hear your opinions and comments that this change wasn't the right step for Drum and Extended Mags, we'll be reverting it at the next opportunity and will continue to improve the balancing of Drum and Extended Mags in the future.

Don’t use the Rules Editor and AI and you will have full XP. The server settings will tell you.
We’ve also added full XP back to Solo/Coop, but at a reduced rate vs multiplayer.

Thanks for the feedback on this.
There indeed doesn't seem to be a 24/7 Breakaway rotation, but there is the Escalation Breakthrough rotation (Conquest or Breakthrough) that is currently live, which includes the rework of Breakaway. Have you tried that mode already?
