[2021] Help With Account Bound Items

Hello, I recently purchased the bless pass bundle so I could get the Mystical Ceremonial Hood. However, I cant seem to find it on any other character than the mage I bought it on. It says it's an account item, so wouldn't it be on all characters? Nothing is in my premium items either.
