I looked at your mods and didn't find anything that would explain what you're seeing. Here's what I did find though:
Auto Line Color is broken, switch to AutoLineColor Redux instead.
Demand Master is at least partially broken, with dynamic demand breaking with it. I recommend removing it and potentially finding another demand mod to use.
Purchase It isn't needed when you have 81 tiles.
To try and solve the error you're having, subscribe to this mod, enable it and restart the game.

Before loading your save, go into Options and find the Loading Screen Mod on the list. Then find the Safe Mode options and enable all 3. Try loading your save.
