If you have the Loading Screen Mod, check the options and try without it being set to only load used assets. Since it's a mod, they should still load, but LSM is typically what blocks things loading.
If that doesn't work and you haven't tried to yet, unsubscribe Airport Roads, go to the workshop folder and delete the folder named 465127441, then subscribe to the mod again.
Here's where the workshop folder is found:
Windows
C:\Program Files (x86)\Steam\Steamapps\Workshop\Content\255710
Mac
~/Library/Application Support/Steam/Steamapps/Workshop/Content\255710
