Right click on ck3.exe , properties, compatibility. Tick "disable fullScreen optimisations" untick every other box in that dialog, Apply and exit.
Then in the launcher Game Settings menu, select fullScreen display mode, Vsync off, refresh rate 60.

If those don't help:
DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/CK3/pdx_settings.txt .
From your Documents/Paradox Interactive/CK3/logs/ folder, attach here system.log , error.log , exceptions.log

Is it that it now starts okay but crashes while playing? Or it's gone back to crashing on launch? There are no crashes recorded in that dxdiag.

From that settings file it looks like the refresh rate is not capped at 60 - can you please try that?

That's odd because it still says:
"setting_framerate_cap"={
version=0
value="off"
}
And there should be a paragraph starting "refreshRate"= ... is the game in fact capped at 60? You can see fps rates via a Steam setting or several other apps and utilities.

That dxdiag again records no crashes or other problems in anything, which is unnatural!

But you may as well update that nVidia driver to the 2023 one now.

Another driver came out since I posted that, dated Feb 2023 - is that the one you are on now?

Anyway let's get all those text files again please, maybe I missed something.

And what happens if you run ck3.exe directly now?
