I'm afraid that's not so. Yours are from January and there have been at least 4 newer ones since then, one just last night in fact.

If that doesn't help though, right click on ck3.exe , properties, compatibility. Tick "disable fullScreen optimisations", untick every other box there, Apply and exit. Then in the launcher Game Settings menu choose fullScreen display mode, Vsync off, refresh rate 60.

Is that any better?
