This article lists the download links for the latest versions of Visual C++ Redistributable packages. support.microsoft.com And run the x86 and x64 installers there.

IF that doesn't help, Has the game ever run OK on this computer? Or never?

IF NEVER:

That settings file looks like the game never really started. I don't know why that would be!

My best guess is there is a Windows problem getting in the way here, although I see no sign of what that might be in your dxdiag.

Please install and run the free utility Speccy. Send its output to a text file and attach that here, thanks.

Sessorach said: Correct, the game has not been able to start under any of the versions I have tried.

I have attached the Speccy output for my computer, let me know if there is any other information I can provide.
As you can see in there, multiple Windows updates are still In Progress or failed since 2020. Whether that's related to this issue or not I'm not sure, but it's not good. If you manually run the Update utility does it find anything to do? If so apply that and reboot.

You should also check for updates to all those Razer drivers and utilities, we've seen some issues with them recently.
