[2019] Keeping Random Spawned Raiders on other maps post 11.7.

I love the current event we have now and have been enjoying the raiders spawning randomly on different maps now. Since the Labs will be closed to keycards it would be great to have scav Raiders spawn randomly in different quantities on other maps to help vary the loot.drops.
