[2019] Has there been any official comment on the completely game ruining bug where you cannot heal?

It happens to me absurdly often. Probably close to 1/5 raids now, where I simply cannot heal. The med animation goes through the full animation then my character will never put the meds away (switching to a weapon will put them away though) but you aren't healed it all. It's so f*cking frustrating. If you're bleeding you are just dead and there is absolutely nothing you can do about it.
 
Does anyone know what causes this, or any workaround to fix it? Or if the devs have commented on it at all?
