So far, what kind of things are causing it? Is it due to specific graphical settings, hardware or something on the games end? As people have said, some people have 0 stutters and then theres me and that video clip :P
Stutters only happen when firefights occur as well, Things like me getting hit can sometimes bring on MASSIVE lockups, but then other times i'll have no problems.
