Actually 25hz ought to be playable, in and of itself. But if you get other symptoms such as slow time passing or jerkiness in the UI that's a different matter of course.

The current patches 1.32.x are somewhat faster than the previous ones 1.31.x which were quite a problem in this area. Both though are slower than the ones before that, 1.30.x due to adding many more provinces into the game.

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log .

So you do get other symptoms like these, is that right?

From those files you have the game in 120hz refresh rate with Vsync on, which makes sense with your symptoms as that's what Vsync does - make the game use your Windows desktop rate.

If you disable Vsync in that settings.txt file you should be able to use any of the resolutions listed in that system.log file.
