[2021] Performance - laggy/choppiness

The current 1.32.x patches are faster than 1.31.x , but both are slower than 1.30.x . Is that what you've found?  

Well, as I say, 1.32.x HAS addressed this (compared to 1.31.x) to some degree. Apparently it was caused by adding too many new provinces in 1.31 . How much more optimisation can be done I'm not sure!
