[2019] Warning: Camp Budget and placing wallpaper

Whenever you apply wallpaper, any items on that wall get stored. However...

I placed some grey wallpaper and the lights I had on the wall got stored. My stored budget went up but my 'placed' camp budget did not compensate (decrease). While I can place any stored items I have, my camp budget is permanently over budget. I scrapped several pieces of furniture and it still wont let me place new items. The bar is still maxed ;( f*ck
