[2020] Has anyone else noticed that you can't place the fasnacht balloons in your C.A.M.P. anymore?

I was about to place some balloons to get ready for fasnacht and I noticed I can't place them anymore. there are new types and I think that may have something to do with it, they probably changed the name of the plan you learn to place the balloons

Edit: The fasnacht balloons no longer appear in the build menu for me
