[2019] New Arktos Event Should Have World Notification for all players LVL 50+ on server.

This event is extremely dependant on having many players there to help, much like the Queen or the Sheepsquatch. I don't know why it doesn't put a little notification that the event is starting. I know I would be happy to see and join in.
