There's a glitch during the mission where you have to talk to a few settlers (trying to keep it vague obviously) and attempting to talk to them does nothing. Just keep checking the map after attempting to talk to each one and the next mission waypoint will be there. (I ran around talking to multiple characters trying to get the mission to move forward)
