Yes, technically apparel you give your Ally never leaves your Stash, similar to assigning items to your Vending Machines. When you scrap your Ally Station, they will return to their default outfit and any clothing you had given them will still be in your Stash. Hope that clears it up!

Hmmm... I didn't see anything in there that fixes the weeds popping through foundations and such. This was fixed pre-Wastelanders, but returned when Wastelanders dropped.

We're still actively working on the Vending Machine and Display Case issue, so they will remain disabled after maintenance today. We want to release that fix as soon as we possibly can, and we will hotfix once it is ready to go.

We’re releasing Update 19 for Fallout 76 today, which introduces Ally Customization, includes new and returning events, updates for automatic item naming, backpack skin improvements, and new limited-time Nuclear Winter Challenges and cosmetic rewards. Well I like to rely on Gatling lasers as my primary weapon, since it's so easy to get fusion cores. Then I pull out others for harder enemies, like my flamer for instance :)
