Sorry for the misguided information. The scrolls can make every shot you fired hit the enemy twice but with both of the halved damage. We would change the description from "deal the DMG twice" to "hits twice" in later patch. So you can make advantage of some scrolls such as Skill Booster(which doubles secondary skill damage bonus) and Giant Slayer(double chance to inflict true damage)
