[2021] Mana Strike's Mana Arc not scaling as stated in .8.3e

Mana Spark was supposed to have it’s wording changed to mention it gives only base melee lightning damage which wouldn’t scale Mana Arc because it is a spell.

But Spark Charges node is supposed to function with the new Mana Arc.
