This happen if you try to upgrade star power of a champion you have not unlocked. Probably doesnt matter, but weird nonetheless.
Yeah, those buttons are meant to be hidden! Since they don't actually work while the champ is locked this bug is likely to stick around until the next patch. It's already fixed internally.
So we have to wait one more month again to unlock new champs
No, the unlock flow is on a completely different screen. This image is just meant to show 'UNLOCK ANNIE TO UPGRADE STAR POWERS' if you haven't already unlocked her.
The yellow button on the right of the first screen that opens when you switch champions is where the unlock flow lives.
