We are actively investigating this issue, which can happen after collecting your Lunar Reward. I've found that restarting your app or client will bring everything back to full size.

edit: I did it
Tape a stylus to a very long dowel rod, put your device on the other end of a room and then play with the stylus while doing your best Heimerdinger impression, "Hmm, it's smaller than the diagram."

I got it without having the reward, had just finished the second level of the labs and returned to card collections while leaving from select a champion perk, don't know if it's related
