The Bora NPC only has those buffs. I have no way to change them.

Deleted in update. It is in the patch notes. You can get an armor set from the Newbie Pack for FREE in the L2 Store.

It was affected because they increased XP earned there, while reducing drops/adena.

It's not unfortunately. NPCs are timed for 1hr or so and those XP buffs are manually given out.

Silent Valley was one of the areas that was changed to greatly reduce difficulty in hunting, which means the drop rate and adena was also affected. It is in the patch notes.

Many hunting zones were changed to be a  bit easier in difficulty to hunt or are now giving more XP with the update. The Adena and item drops were changed in the hunting zones that received these changes. You can see what hunting zones changed in the official Patch Notes.
