[2020] Vicious Offering/Shivan Fire kicker bug

I just finished a Dominaria draft with three copies of [[Vicious Offering]] and twice had problems when casting the spell kicked where it would allow me to sacrifice my creature but wouldn't let me choose an opponent's creature, putting me down a card and a creature for no value.

Now I know from Dominaria's initial run that the card can be tricky, so to rule out me just being an idiot I threw together a saproling deck to test against Sparky and ran into the same problem there when kicking the spell. Looking through bug reports, it looks like other people are experiencing the same thing, along with kicked Shivan Fire. I tested again with Sparky and can confirm this one too; it appears that, when kicked, these spells just skip targeting as they resolve. So this serves as both an inquiry to see if anyone else here has had this problem and a PSA to anyone trying to take advantage of the last 24 hours of DOM.
