[2020] Bug? concerning Phase out, Destiny spinner and counters

Hello, I'm not sure where to put this, so here it goes:

-Destiny spinner in opposing side, M21 Teferi on my side

-Opponent plays a creature

-In response, phase out destiny spinner

-Phase-out resolves (outline of the creature in the stack changes from red to green, the creature was green)

-Counter the creature in the stack.

-Counter fails to resolve, the phased-out destiny spinner blinks red.
