[2022] Does Jagex Turn a Blind eye To Bots?

For some reason I compulsivly look up stats of other players and I constantly run into players with level 107+ of a certian skill only.. its easy to pick out whos a bot, It just makes me wonder how ALL THESE BOTS make it this far without being banned? Is jagex letting it slide to increase their active player base for good press? are they letting it slide just aslong just because there buying subscriptions? All that I do is report them and then flag the player on the 'bot detector' pluggin but it just feels useless at this point
