The bug here is that quest contracts (such as "Disengagement") are not supposed to drop until you have unlocked the relevant NPC (Tullina).
But it appears it is possible to obtain such quest contracts early via party play, if the quest contract drops for someone else yet fails to allocate it to them.
Will fix!
