This bug seems to be caused by memories challenge

Even though I completed the challenge, tier 3 weapon effect is still locked.

Thank you for the report, we're looking into it.

While we work to fix this problem, as a temporary work around, if you complete 6 memories, it will sync the challenge and fix the issue.
When the proper fix is applied, if you only have 4 memories completed, it will work as it should.

After the patch is deployed we'll be fixing instances where people did not receive their mtx reward.
