[2021] Atziri's Rule - Fails to Trigger next spell

Using the new Atziri's Rule staff, when a flask is used just as you cast Queen's Demand, it skips the next trigger and tries to recast Flames or Storms twice in a row, either repeating the same spell or failing if still on cooldown.

Reproduction:
1. Cast Queen's Demand at least once, having triggered Flames of Judgement or Storms of Judgement successfully.
2. Cast Queen's Demand again but this time use a flask (any) just as you start casting.
3. Notice either nothing happens or either Flames of Judgement or Storms of Judgement repeats - depending on the cooldown.


Frustrating as I made a character revolving around this weapon, just got to maps to use it and I keep dying because I output no damage.
