Somehow all my techs cost 4 stars. I even bought forestry successfully. It's turn 2 and I only have 1 warrior and 1 Polytaur out there. It's a multi player match on the new version.

We know about this and are trying to fix it
It could be a feature. Like the Capital does not count as city.
I've been told it's been fixed.
