[2023] How do I counter this?

The enemy ai has all of the coastal cities in the world, and just spams bombers whenever I even get close to capturing one. However, they can't get these units on land, so its pretty much a stalemate at this point, any tactics I can use to win? I have access to one river and one coastal city, and that is it.
