NA can't support test server queues on its own. Average NA/SA/OC to EU ping is worse than EU/SA/OC to NA ping. Hence east coast NA test servers.
Kinda falls apart though when you consider that EU playerbase dwarfs NA playerbase.
That is the reason. It was no longer possible to have regional test servers due to lower player participation and so the NA server the most central location for the western playerbase.
