Looking at the benchmarks for each of these GPU's the 950M is a bit more powerful than the minimum 460, but not by a substantial amount. You would be able to run it, but i recommend lower settings!

would it run it at 60 fps medium settings ?

I'm very doubtful that it would on medium settings, even low settings is a "maybe"

is there any noticable difference in the fps when comparing the gtx 950m with the gtx960/970m?

Oh, to the 970m, absolutely there's absolutely a difference, it's quite a bit stronger. Whereas I haven't gotten my hands on a device with that GPU specifically, i feel far more confident in saying the 970m could get 60FPS. I think the 960m probably could as well, on low settings, but you'd have to ask someone who's used either of those.

so i guess its more safe to buy a laptop with a gtx 970m or gtx 1050m?

Oh definitely, the updated/more powerful cards are going to provide much better and more consistent performance.
