Had the same issue with "conjure Skeleton" on the first slot aswell.
Make sure to report this bug in-game so Jagex can pick it up. More people that report the issue, the higher priority it gets.

Just to check before I flag this one up, have you checked the Necromancy Auto Attack Settings menu? Doing my due diligence!
I haven't changed any settings in the Necromancy menu since the update went live (edit: actually that's a lie, I changed the ritual display component durability setting earlier today).
The Auto Attack setting is currently flagged on and hasn't been touched at all.
