Why does Jagex continue to use the same premier artifact as an item but treat it as an aura whenever an effect is active. At this point just save everyone some grief and turn it into an aura already.

The Bond price is the same at 20 Bonds for Gold - the discount applies to memberships paid through real-money.
Will it be purchasable via steam wallet?
It will be, though you'll need to go through the Steam client to use your Steam Wallet.
Just a note on the 100 Bank Spaces -
For those of you who recall, the Steam Max Membership Pack contains + 50 Bank Spaces which were intended to be shared with the +50 from Premier Pass. This ended up not being the case due to the bug, and it meant they could be stacked (thanks for those who reported this to us last week!).
Instead of just fixing the bug, we decided to add the extra 50 as a benefit to both! That benefit is now correctly shared - meaning that both Premier Club and the Max Membership Pack on Steam give you +100 Bank Spaces from Monday, but you can't stack them to get +200.
This will be reflected from Monday, including for existing Premier Club owners with an active membership and Max Membership Pack owners.
No discussion about loyalty points? Does this still give a nice chunk of loyalty points when purchased? That was a huge incentive to buy Premier since there's no other way to amass them other than waiting with regular membership.

If I am midway through a 3 month membership what happens to the time that will overlap?
It'll stack, but your Premier Club membership will take precedence (i.e. the benefits will start from when you purchase the package, for the duration of your Premier membership). You'll then move back onto regular membership for 3 months.

All grandfathered rates will be honoured, as long as you don't lapse membership for more than 7 days :)

I don't believe you're able to purchase Premier Club as an option until Monday. At any rate, it's not intended as misleading (believe us, we'd rather have the new package live as the offering and value is better!)

How does that extra bank space work? Is it temporary bank space for as long as you're Premier Club or is it permanent and will other players have to buy it from the Solomon's Store like other bank space if they want it but not Premier?

It'll be around that 25% figure, but I don't have the exact numbers to hand (and I'm not sure if BoaCompra would charge a transaction fee). Again, on Monday there will be more information.
