[2021] Flashback miniquest broken after update?

So me and a clanny decided to knock out some miniquests today, and we both experienced the recent Flashback miniquest to be broken almost at the start. I'll mark the point where it happens as a spoiler as not spoil the quest itself for those who have yet to do it.

It happens right after receiving the note from the bartender in Varrock with the hint to go to the Jolly Boar Inn. Relomia is supposed to sit at the bar there to continue the quest, but instead both of us are facing an empty bar. We read the note, logged, hopped, retraced our steps, destroyed the note and reclaimed it and reread it, but nothing works. Relomia in Draynor obviously doesn't have the dialog either.

Please fix!
