[2020] Hotfix: 5- and 10-year veteran cape broadcasts have been set to 'World' tier, instead of 'Global'.

The 5 and 10 year Veteran capes now trigger a world broadcast instead of a global all-worlds broadcast. This also means that the 5 and 10 year Veteran cape broadcasts can now be toggled off using the “Broadcasts – World” -> “Milestones – Cape” setting.

The 15 year Veteran cape broadcast remains unchanged as a global broadcast.
