Just happened to me after an emote clue on an uncharted isle.
Few notes:
- Globetrotter legs were used
- Double-agent did spawn for this clue step
- First ticket was consumed when spawning double agent
- Second ticket was consumed when talking to Uri (wouldn't give the next clue without a ticket in inventory)
