[2021] Game runs but won't load into missions

Title says it all. When playing with my brother he can load the game, gets 60fps in the menu. Game loads into the mission and he gets stuck on the loading screen and never loads in. Game doesn't crash, music plays he can alt tab in and out and the little globe spins.

Any ideas? He's tried full-screen, windowed, borderless different resolutions.

Only thing I can think of is his I3 9100 is "under the min specs" but it's faster core clock with same threads beating ryzen 3 1300x

I don't see how a faster cpu with the same cores can cause the game to do this
