[2021] Stellaris Desyncing multiplayer issues

I know there are some logged bugs in this area, although I don't recall that particular desync message.

Has this happened ever since the last patch, or when did it last NOT happen for you?

Does it matter who is host?

What if each of you play with some third person, as a test - do you still both get it, or just one of you two?  

Okay, well if you try that please let us know - if you both get it with some 3rd person it's very likely a bug, but if only one of you get it that person has some local issue.

That does sound like a possible bug, but I know almost nothing about the console edition. Are other players seeing this or just you, do you know?
