@skeltar_rancid It's a part of the learning process of new systems, which we all need to go through. Given enough time, you'll be playing at a similar pace to what you had before.
That said, we do want the gameplay to be a little more deliberate.
@harisnorw @aennoth You are *meant* to go over the admin cap actually. :) It's essentially an in-game balancing measure, that is supposed to prevent out-of-control snowballing. It was always around. We just visualize it better in 2.2 :)

@Khevor It's simpler than it seems at a glance. :) As for why we'd give it more depth, the answer is that we wanted to give pops a firmer role in the gameplay. They're now connected to almost every system in the game and make planet management more engaging.
